CONCERN National Community Forestry Programme

Community Forestry is a forest management strategy that meets the livelihood needs of communities, provides environmental and cultural benefits and supplies timber and non-timber forest products on a sustainable basis

 

Community Forestry in Cambodia

Virtually all rural people in Cambodia utilize forest resources to meet essential livelihood needs, including food, transportation, tools, and fuel. Forests are also an important component of people's spiritual and cultural traditions, While recent forest destruction threatens the livelihood security of rural people and the environment, Community Forestry provides an alternative forest management strategy to achieve sustainable forest management and to provide socioeconomic benefits to local people.

CONCERN Community Forestry Programme

CONCERN's National Community Forestry Programme (NCFP) has three main strategies:

  • Support to local communities for Community Forestry activities.
  • Training in Community Forestry.
  • Support to policy development for Community Forestry.

Through these activities, the NCFP seeks to improve the lives of the rural poor in Cambodia by building capacity to manage the resource base sustain ably and ensuring an appropriate distribution of forest benefits.

Support to Local Communities

With support from CONCERN's NCFP, villagers from 71 rural villages in Kompong Chhnang and Pursat provinces are actively involved in Community Forestry activities for the benefit of the entire community. Since 1991 programme support has included training, technical forestry advice, and facilitating community organizing, development of forest management plans, inter-village coordination of Community Forest management and government recognition of Community Forests.

CONCERN's NCFP also works with 23 schools, 35 pagodas, one Women's Center, one Health Center and local NGOs in Community Forestry education, tree nursery construction and seedling production.

 

Non-Timber Forest Products

fig2.jpg (29955 bytes) As a member of a Community Forestry Committee in Kampong Chhnang Province, Pich Chom is actively involved in community organizing and decision-making regarding the Community Forest. She is very pleased with the non-timber forest benefits, which include rattan, vines, herbs, honey, root crops, mushrooms and resin.

 

Training in Community Forestry

CONCERN's NCFP supports the Cambodia Community Forestry Training Team (CAMOOFTT) to develop human resources and disseminate Community Forestry concepts and methods to NGO, government and United Nations Community Forestry practitioners. CAMCOFTT is an innovative training team, composed of representatives of the Ministry of Environment, Ministry of Agriculture, Royal University of Agriculture and CONCERN.

CAMCOFTT conducts a 2-week training course in concepts and methods of Community Forestry. 70% of participants implement their own projects after training.

Support to Policy Development

The development and implementation of appropriate policies and laws is crucial to ensure sustainable management of forest resources and appropriate distribution of forest benefits. The NCFP has been instrumental in facilitating network meetings, working groups, workshops and other initiatives to support policy and legislative developments that are appropriate to the needs of forest resource dependent rural poor.
