Capture Fisheries UnitFisheries Management and Governance (FMG) |
The Fisheries Management and Governance is funded by Danida (the Danish Agency for Development Assistance) and implemented by the MRC Fisheries Programme.
The Component aims to actively support ‘fisheries managers’ (i.e. riparian line agencies, local government units and resource users) to develop and implement improved institutional and technical arrangements and measures for sustainable fisheries management and development. Participatory organizational arrangements for fisheries management at the relevant administrative level and bio-physical scale are key to transparency and ownership in decision making. Such arrangements facilitate resource users’ compliance with rules and regulations and thus lead to reduced enforcement and associated costs. Regional agreements on fisheries will contribute to maintain biodiversity and abundance of migratory fish species. Appropriate management organizations and regulations contribute significantly to conflict prevention both at the local and international level. Regional agreements can also serve to prevent/reduce the spread of fish diseases.
The Component will be closely associated with the Technical Advisory Body on
Fisheries Management
(TAB), which is a regional body comprising representatives of fisheries line
agencies, National Mekong Committees (NMCs) and, potentially, civil society
organizations. The TAB gives advice, enables and facilitates the exchange and
uptake of information of fisheries management and development into government
policies and action plans for the sustainable improvement of rural livelihoods
in the Lower Mekong Basin. It was created at the initiative of the MRC Fisheries
Programme and several heads of Fisheries Departments in the MRC member
countries, and was formally established with the concurrence of the MRC Joint
Committee in 2000. The TAB will be the main conduit for activities of regional
fisheries management and institutional development. The Component has also close
links with the Network for Promotion of Gender in Fisheries (NGIF), which is an
organization including non-government stakeholders as well. Furthermore, the
Component is linked to local user organizations with a trans-boundary agenda
(Stung Treng/Cambodia and Champassak/Lao PDR) and promotes the further
development of nested user organizations with representations on local, national
and possibly regional level.
