Failure to secure Credit Based on Possession Rights (Hipoteca Popular) The focus of the ILD work in the late 1980s on registering possession rights was based on giving these property holders a basis for obtaining mortgage credit (see Art. 26-29 of Law 495). These mortgages were termed popular mortgages (hipoteca popular). Since serious problems were encountered with the registration of possession rights, very few were registered. Therefore, few popular mortgages were obtained; in the period January 1990 to March 1995, only four popular mortgages were registered in the Registro Predial. |
