III. Main points addressed:

  1. The reform is on its way and the government has a strong interest in its successful completion since agriculture is a vital pillar to the livelihood of the Uzbek people.
  2. The reform is threatened by legal confusion and vagueness which facilitate the abuse of power by the administration. An important goal is that people understand the law. Therefore information about the legal reform has to be made available.
  3. Laws and regulations need resonance and legitimacy in the population.
  4. The centralisation of decision-making and of information leads to problems like the illusion of information at the level of decision makers, misrepresentation of reality and an overload of decisions. The real power will then go to the middle level of the administration and will neither be controlled democratically nor by monitoring.
  5. There exist problems of information and communication within the government as well as between the government and the people concerned. They concern mainly the communication about the abuse of power but also about rights and opportunities on the national and the international markets.

IV. Suggestions for further projects by the participants:

  • A sociological survey of the peasantry.
  • A study about the impact of different legal forms and about the impact of legal knowledge.
  • Study about the legitimacy of laws, that is their resonance in the population.
  • Study to investigate the relevant factors for the increase of agricultural production.
  • Pilot project: Legal information for farmers.
