9.4.3 Problem and Its Solution on Land Consolidation

Some problems faced during the implementation of the project are as follows:

a) There is a location of paddy field (procurement) whose owners do not hold the land plot, but they hold the certificate.

b) Some owners reside outside the area, while some land plots are under conflict.

c) Land holding is not evenly distributed, so that it needs thorough consideration to distribute the 15% contribution.

d) Lack of understanding/knowledge on land consolidation which leads to the low level of acceptance; however, after such an integrated extension, the idea is fully accepted.

 

Some steps to solve the problems are:

a) Implementation of land consolidation is carried out in integrated and coordinated ways involving all related parties/institutions.

b) In solving every problem is exercised through deliberation for consensus among all parties involved which is witnessed by the head of village and Coordinating Team or Teamwork established through decision letter of the Regent.

c) There should be some extension or approaches through community leaders or religion leaders in order to implement the policy/idea of land consolidation for conserving the Lake Limboto.

d) For those who participate in the paddy field procurement, who physically hold the land plot, and registered as the participant of land consolidation, may be nominated to receive such certificate after their land plots are reduce of 15% as contribution. Meanwhile, those who neither physically hold the land plot nor include in the list of participants will be applied for annotation of their certificates based on prevailing regulations.
