9.4.2 Condition After Land Consolidation

From the result of extension and deliberation, it is believed that there is an increase understanding on the advantage of Land Consolidation, so that all land holders or farmers in the Lake Limbo coast are eager to join with the project and, therefore, the Spatial Design of Land Consolidation object can easily be agreed upon as well as the amount of land contribution 15% can be reached.

The eagerness of farmers to join the project is seen on the number of participants identified amounted to 1,744 parcels covering 985 hectares, while in the implementation there are 1,686 participants who hold 2,192 parcels covering 1,209 hectares.

For certification process of the land consolidation site, there is a Decision Letter of the State Minister for Agrarian Affairs/Head of National Land Agency No. 28-VI-1995 dated 27 March 1995, so that the Regional Land Office of North Sulawesi revealed the decision Letter on Land Rights based on a proposal from the Local Land Office.

Nonetheless, such locations with some paddy fields previously provided as well as those under conflict, can not be established such rights, until the problems are solved.

Map of Spatial Design, which is used as the base for implementation of the project in the field and certification process, shows among others:

1. Plan of ring road for 22,900 m in 20 m width and village access road as well as local road of 80,000 m in 3 to 10 m width, so that the total area is 80 hectares.

2. Plan of lake belt covering 120 hectares.

3. Plan of buffer zone covering 360 hectares.

4. Number of land plots as contribution amounting to 73 parcels, spreading in all corners, covering 157 hectares.

5. Number of certified plots in 1994/1995 fiscal year in accordance with the target is 1,744 parcels, while the rest of 448 parcels will be finished in 1995/1996.

6. Both in the Decision Letter of Right and the certificate is clearly stated the provisions on land use in line with the program on lake conservation and Four Principles on Land Order. Hence, the rights and duties of certificate holders are clearly outlined.

Overview of the Four Principles is as follows:

Land Administration Order, it can be realized the identification and inventory of land holding data as well as land ownership in the villages as the site of land consolidation.

Land regulation Order, it can be exercised the provision of land rights over each parcel for the holders who join the land consolidation project.

Land Use Order, there will be effective and productive land use based on plan outlined in the Spatial Design.

Orderly on Land Conservation and Living Environment, through land consolidation, the community is persuaded to actively involve in the conservation program on Lake Limboto which will be developed as tourism object, and later on this principle can be realized.
