9. Implementation of Land Consolidation in Relation to the Agreement of Lake Limboto, North Sulawesi

Summary

Lake Limboto is located in Gorontalo Regency. In 1932 it was estimated that the lake covered 8,000 hectares and its depth was 14 meters. Gradually, it set up to decrease because of shadowing, so that in 1993, it covered only 3,000 hectares which depth was 2.50 meters.

The pace of shadowing was very rapidly because the environment diminishes surround Lake Limboto area, such as chopping forest, increase of marginal land, factors of topography, land physical and growth of population. Therefore, the rate of shadowing and narrowing of the lake was estimated about 69 hectares per year.

In order to keep the existent of Lake Limboto, the Government of Level II Gorontalo Regency implement Land Consolidation models as the basic arrangement to keep the size of the lake and to arrange the lake circular road network, buffer zone, as well as arrangement of land tenure and land use.

The implementation of Land Consolidation was financed through local budget (APBD Level II Gorontalo Regency) which was raised from land and building tax. It is proposed that the result of regularity and arrangement of land tenure and land ownership will increase the process of producing of land certificate.

As a result, in order to back up the success of this sustainable program on Lake Limboto, such an integrated activity on sectoral fine, such as scrape make checksum, ring road construction and lake border, beside counseling over tome community consolidate participant and farmer for implementing land conservation activity and environment.

Land Consolidation of Lake Limboto is regarded as environmentally sound development model in an integrated, sectoral line and according to the full participation of the community with the principle of deliberation consensus which must be developed.
