National Land Agency BPN - Republic of Indonesia (1995):
International Workshop on the Implementation of Rural Land Consolidation

8.5 Problem and its Solution

Some problems encountered during the implementation of land consolidation, however, they do not influence the implementation of land consolidation activity. They are as follows:

1. Time-schedule of Implementation Time
Chain of implementation for land consolidation activity consists of 13 steps, so that the schedule available for implementation is felt too short.

2. Declaration of Right Release
Declaration of right to be released face some obstacles since it needs deliberation of customary leaders in making such a decision.

3. Re-allocation of New Land Plots
Re-allocation of new land plots based on spatial design is often time behind schedule since the participants of land consolidation lack of manpower and fund for determining new boundary.
