8.3.7 Technical Implementation

Chronologically, chain of activities related to the base of operational implementation can be specified as follow:

Letter of the Regent/Head of Level II Government of Pesisir Selatan No. 410/93/HUK-92 concerning the Extension of Coordinating Team of Agricultural Land Consolidation in Pesisir Selatan Regency dated May 27, 1992.

Decision Letter of the Governor/Head of Level I Government No. 950-530-1992 dated August 18, 1992 concerning Establishment of Controlling Team of Level I on Land Consolidation, West Sumatera Province.

Deliberation among landowners in the proposed site of Agricultural Land Consolidation along with Local Government and related institutions witnessed by the Project Leader of Provincial Office of BPN West Sumatera Province on August 10, 1992 concerning the benefit of Agricultural Land Consolidation. At the end, the landowners agreed to join as the participant of Agricultural Land Consolidation Project.

Decision Letter of the Regent/Head of Level II Government, Pesisir Selatan, No. 592.410/1311/BPT-PS/1992 dated July 18, 1992 concerning Determination of Location for the Agricultural Land Arrangement in Timbulun Village.

Deliberation with landowners on October 10, 1992 witnessed by local government officers and related institutions regarding the decision on agreement for land contribution provided by each landowner for road facility and other public facilities in the project area, where unanimously they agreed to provide 6% contribution.

Announcement of the Head of Land Office of Pesisir Selatan No. 410/4201/PPT-BPN/92 dated December 21, 1992 concerning Form and Initial Area of Land Tenure along with the Proposed Form and Area of Final Stage.

Decision Letter of the Head of Land Office, Pesisir Selatan, dated December 21, 1992 concerning Commencement of Block-Plan for Agricultural Land Consolidation Project. It includes form and block-plan design which covers ± 98.9266 ha, lays in Timbulun Village characterized by its land use paddy fields in Timbulun village, Perwakilan Batang Kapas District. The decision consists of:

• 1,690 land plots or parcels of landowners as participants.
• main road network (farming) in 8 m width and 3 km length.
• road of production transport in 6 m width and 1 km length.
• other public facilities of 2.8800 ha.

Decision of the Head of National Land Agency No. 20-VI-1993 dated March 18, 1993 concerning Establishment of State Land as Landreform Object covering 98.9266 ha.

Decision of the Head of Provincial Office of National Land Agency, West Sumatera, No. 420.3-126/BPN-1993 dated March 30, 1993 concerning Provision of Land-ownership Rights of 160 plots or parcels.

According to the Operational Manual of West Sumatera Land Tenure Development Project in 1992/1993 fiscal year, Agricultural Land Consolidation in Timbulun Village is carried out in one year.
