8.1 Introduction

8.1.1 Background

The Government has outlined the objective and policy development in land matters that the utilization of land must be in highly effort to increase public welfare in the framework of establishing social justice.

So that, it needs to be followed and be more increased in the effectiveness of reutilization of land, land tenure, land arrangement and land property which include transfer the right of land.

Provision of land for development often gets some obstacles in its provision of land requirement year over year. This hinders development activities and limitation in the provision of land.

According to Economic Law, land price will be so higher and higher, that it be comes obstacles in the provision of land for development.

To carry out utilization of land optimally, equally and continuously, as well as to increase land productivity in rural area, it should be achieved through land arrangement and land tenure in order and regular way. Therefore, Land Consolidation is regarded as an activity that can reach such optimal, equal and continuous land utilization.

Besides, it is believed that Land Consolidation may increase the quality of environment and make easier in the provision of land for development, as well as natural resources management, by involving participation of community.

In order to implement such an idea, The Regional Office of National Land Agency, West Sumatera Province has carried out Land Consolidation activity.

Through National Budget as stated in DIP dated March 13, 1992 No. 355/IX/3/1992 and PO dated March 14, 1992 No. 037/PPP/1992 land tenure development sub-project in 1992/1993 carried out agricultural land consolidation activity located in Timbulun village, Perwakilan Batang Kapas district, Pesisir Selatan Regency covering ± 98.9266 ha of 169 parcels (134 households).
