6.8 Suggestion for Problem Solving

To overcome the shifts of land plot, the Second Level Government has constructed Team of Allocation Assignment. The team holds continuing extension to the land holders hoping that the farmers may accept any arrangement based on prevailing regulation.

Any existence of informal land transfer in Rawa Sragi, there is an establishment of Problem Solving Team at the respective Local Governments, in order for carrying out the inventory of land owner or land holders, although the team needs to increase its work effectiveness.

The need to carry out actively Landreform program on cultivated land, but it is not fully done yet. In this Landreform program is certainly needed the involvement of measurement, land use, and other related institutions. Moreover, for those who should be given such compensation should be fulfilled right away. Therefore, there must be some fund available to cover the cost and compensation.

Beside rice fields, there are also some dry fields in Rawa Sragi as well as a wide area of settlement site of the people. For this case, such a manual or provisions are needed in order to redistribute any settlement area, since there are no provision for conducting settlement land redistribution in the current time. Instead, there is only provision for agricultural or wet land redistribution.

In order to solve the extension of Rawa Sragi adjacent to Rawa Sragi IV where the land has been actively cultivated and productive, Minister of Forestry may establish the Decision Letter on Conversion of production forest area into Landreform object land in line with the letter of Governor/Head of 1 st Level Government, Lampung Province, dated 24 April 1989 No. 592/1305/BAPPEDA/II/1989 and 24 September 1992 No. 592/2350/BAPPEDA/92 concerning the Release of Forest Area Register 1 and 15 for Swamp Reclamation and Fishpond.
