6.7 Problem and Constraints During Implementation

Some problems and constraints were encountered during the implementation of Rawa Sragi Projects, among others are:

  1. Limited land or ricefield area to be distributed to the farmers, compared with the number of land holder. The number of farmer who declared their ownership over land in Rawa Sragi exceeded the land available to be redistributed.
  2. Based on the requirement that there should be a maximum of 2 (two) hectares and a minimum of 1 (one) hectare of land, there are too many shifts of land site or boundary from the original since there are many farmers who hold less than 0,50 ha of land. The case can not be avoided as a result of land allocation should meet with the arrangement of irrigation network and road networks as well.
  3. There are so many land holdings in Rawa Sragi which have been actively cultivated; however, land inventory including measurement for provision of land right/certificate can not be undergone as a result of limited fund.
  4. Informal land transfers exist, whether the land completed with a certain right or not, resulted in difficulties in processing better administration of subject and object of land in the land office.
  5. Land Redistribution Receivers (farmers) have not completely fullfilled all obligation as stated on the Decision Letter of Right to pay any compensation, even though there is such an extension of right.
  6. Some farmers, who have the right to receive any compensation since they do not meet the requirement to accept redistribution plot, have not been paid as a result of limited fund available
  7. Some areas of. extension for Rawa Sragi Project include under production forest area, i.e., Rawa Sragi IV covering 4,000 hectares. The areas have not been comerted, while Public Works Services has constructed the land as well.

The phenomenon also occurs in eastern coast of Rawa Sragi covering an area of 3,000 hectares.
