6.6 Condition of the Site: Before and After Land Consolidation

6.6.1 Before Land Consolidation

In the past time, Rawa Sragi area was a swampy land before it was consolidated and it was under jurisdiction of production forest area. And then, based on the decision letter of the Minister of Internal Affairs dated 8 April 1982, 29 June 1983 and 19 December 1983, the State Land was declared as the Landreform Object covering 22,000 hectares area on two regencies: Central Lampung and South Lampung.

However, during its implementation, the Rawa Sragi Project was not carried out as per administrative jurisdiction. Instead, it was implemented based on its location which known as Rawa Sragi I, II and III. All related institutions in the first and second level governments were actively involved.

Before consolidated, land plots were not in a good order, either their form or holding. Moreover, there was no infrastructures provided, such as road, drainage or water networks (waterways); even though there have been so many farmers cultivating the area.
