Ladies and gentlemen,

 

I am very happy indeed this afternoon to be able to come here for the closing of this workshop. As had been mentioned two days ago during the opening of this distinguished gathering of German, Dutch, Japanese, and Indonesian experts, I consider the improvement of land consolidation implementation in Indonesia will contribute substantially towards the achievements of our national development objectives promulgated in the 1993 "Garis-garis Besar Haluan Negara (GBHN)" or the Basic Outline of the State Policy.

Regarding matters on land development and agrarian management, the Basic Outlines of the State Policy explicitly states the tasks to be carried out by the government for the implementation of the rearrangement of land tenure and land use, within the framework of the provisions of the article 33 paragraph 3 of the 1945 Constitution of the Republic of Indonesia.

The basic principles for the development of the national land policy and administration, which lay the basis for such arrangements, can be found in the Basic Agrarian Law or Act No. 5 of 1960.

It is a matter of course that I appreciate very much all efforts directed towards the improvement of methods and procedures of planning and implementation as well as the formulation of legal bases, related to the administration of land consolidation in Indonesia.

Ladies and gentlemen,

There is a saying that it is far more easier for someone to follow the path that had been made by someone who had travelled the area before; rather than traversing by oneself of an unexplored area. Maybe we could use the analogy to illustrate the framework of cooperation between German and Indonesia in promoting land consolidation, especially the technical and legal aspects experiences for the implementation in Indonesia in accordance with the specific condition. In this relation I am very pleased to hear that valuable concept and experiences in the implementation of land consolidation and policy on integrated rural development had been presented by our German partners. And those topics, together with the Indonesian experiences had been discussed further during the group discussions.

I certainly believe that this workshop is just a part of the preparatory efforts in enhancing the implementation of land consolidation in Indonesia. So that in this occasion I would like to remind the Indonesian participants from all participating agencies, technical departments and local governments, as well as BPN personnel to the future implementation of land consolidation in Indonesia.

In this opportunity I would like to extend my gratitude and appreciation to all participants, especially to the GTZ representatives, Mr. Zimmermann my old friend, Mr. Thoene, my old colleague who has been serving many years to us Prof. Henssen, and Mr. Kollmer. For their active participation and very valuable contribution in this workshop, I really thank you very much. Last but not least, to the. steering committee, organizing committee, and to all the related parties which has been carrying out this workshop very hard and very successful, I would like to extend my great thank and appreciation.

Those are my remarks for the closing of this workshop.
