2.4 Trends and Innovations in The Land Policy Orientation
The evolutionary components affecting land matters may be
described by four trends:
1. growing institutional and individual consciousness in the
political, social, economical cultural and ecological dimensions of the land:
- strengthen the urban / rural linkages;
- caring for the land;
- avoiding expropriation by alternative measures (like land
consolidation)
2. the liberalisation of the public sector with the promotion
of:
- decentralisation;
- new models for public/private partnerships;
- institutional reforms for development.

3. the rapid development of the information and communication
technology (technology generation and telematics)
- The combined role of satellites on earth resources (LANDSAT,
SPOT, ERS, etc.), navigation (GPS) and communication (INMARSAT) makes possible new form of
the decentralised use of information and new horizons on information management using
GIS/LIS distance learning modules, E-mail and Internet (WWW);
- train that software for the user,
- Land information for decision makers must be presented in a
management oriented format (software customisation based on indicators);
- Mobilizing capacity development.
4. increased interdependence of local, regional, national and
international land issues and solutions
- standardisation of information and tools;
- networking (vertical and horizontal)
- local capacity development;
- deconcentration;
- exchange of international experiences;
- contribution to intentional conventions (national AGENDA 21,
convention on biodiversity, etc.).
Let me finally highlight the two key factors in development
policy in modern times which are the same in Indonesia or in Germany:
- The institutional development or the challenge for the
management of change;
- The human resource development or the challenge for the
management of human capacity building.
Development takes place only through individuals and
organisations. Technology and financial resources are necessary tools but most effective
only after ongoing qualification of the users.
