11.4.5 Restructuring of the area to be consolidated

Prior to restructuring of land ownership, the framework for redistribution and agricultural improvements is elaborated by dranging up the plan for the agricultural and public infrastructure (plan of access road network and drainage system, with landscape plan). The plan is drafted by the land consolidation authority, together with the participants' committee. It has to be discussed and consulted on with public institutions, and must be made available to affected person groups.

The plan consists of:

  1. Explanatory report
  2. Map of rural road network and drainage system (scale 1: 2500); detailed technical description of physical implementation, detailed description of landscape elements
  3. Lists of measures
  4. Cost estimate and financing
  5. Minutes of all meetings, and individual consultations and agreements
  6. Detailed plans for special measures (e.g. bridges)
  7. Surveying documents (network for land surveying etc.)
  8. Simplified environment impact assessments (EIA)

 

The plan covers:

  1. Rural road network
  2. Drainage measures
  3. Soil amelioration
  4. Landscape management measures
  5. Other public infrastructure
  6. Modification to public measures
  7. Where appropriate, village development measures

 

The plan is drawn up in the following steps:

  1. Hold a meeting to decide on the general principles for restructuring an discuss existing preliminary plans (involving all authorities, organizations and planning bodies which might be interested in the project area)
  2. Draw up an initial draft
  3. Hold individual consultations with other planning bodies
  4. Elaborate the final draft
  5. Have final version checked by the supraordinate authority, then approved for final discussion
  6. Hold meeting for final discussion, nothing outstanding objections
  7. Deal with objections
  8. Produce plan and have it approved

The measure may now be executed.
