BPN - Republic of Indonesia (1995): 11.4 Planning and Land Reallotment Procedure 11.4.1 Main stages of planning and implementing land consolidation measures/procedures Land consolidation measures are carried out in 5 main planning stages: 1. Preparation and institution of a land consolidation measure: elaborate a list of objectives, and identify the area required with appropriate boundaries, involve public institutions. Informant consult with affected persons and groups. 2. Planning of public and agricultural infrastructure (plan of rural road network and dreinage system, with attached landscape plan)
3. Determining the rights of landowners and land users, and their evaluation, and drawing up plans for compensation with participation of landowners and land users. 4. Drawing up the land consolidation plan, which must contain a summary of the entire results of the measures, and the provisions of all laws affecting the measure. 5. Correction of planning steps 2 to 4 by addressing the objections of affected person and groups, with the aim of reaching agreed solutions, or establishing the legal foundation in the event of an anticipated legal dispute. A land consolidation measure can only be completed if and when all objections to the consolidation plan have been settled amicably, or a final legal decision has been taken through the appropriate channels. |
