National Land Agency BPN - Republic of Indonesia (1995):
International Workshop on the Implementation of Rural Land Consolidation

11.3 Variety of Procedures in Rural Land Consolidation

11.3.1 Standard (normal) land consolidation procedures

The aim of land consolidation measures is to improve the conditions of agricultural production and labor, and promote the development of rural areas. This involves the agricultural restructuring of the area to be consolidated, striking an optimal balance between the interest of the participants, and the public interest. Due regardmest be paid to private interests, even though the procedure can be instituted without an application being submitted, if deemed expedient by the sovereign authorities.

This would therefore, presuppose that there were notable shortcomings which could be remedied by land consolidation. The cost of administration, experts personnel, and materials and equipment etc., are met by the participants, although it is to be assumed that subsidies will be provided to cover 60-85% of these costs.
