10.2.3 Structural Policy of the European Union and National Implementation

The principle of integrated rural development is an important element of the structural policy of the European Union. The measures are being promoted through the structural funds of the European Union, namely through

  • the Agricultural Fund,
  • the Regional Fund, and
  • the Social Fund.

The means of the European Union must always be supplemented by national promotional funds; in Germany, through funds of the central government and the Federal Länder.

The financial means and promotional programs should be coordinated and focused on problem areas. To this end, development areas have been demarcated in Germany:

Areas with Priority for Rural Development Measures in Germany

The region marked in gray is the entire area of the former GDR which shows considerable deficits in development.

From 1994 to 1999, an investment volume of a total of DM 21 billion ($15 billion) is being envisioned for rural development measures.

In the western regions of Germany (black), rural problem areas showing structural deficiencies are recorded. For the same time period, investments of around DM 8.7 billion ($6 billion) are being envisioned.
