International Workshop on the Implementation of Rural Land Consolidation

1. Introduction from the Chairman of the Committee

"International Workshop on the Implementation of Rural Land Consolidation" was held on 3 - 5 October, 1995, in Ciloto, West Java, Indonesia. It was a follow up of previous activity or programs under the mutual cooperation between the Governments of the Republic of Indonesia through the Office of the State Minister for Agrarian Affairs/National Land Agency and the Federal Republic of Germany through German Technical Cooperation (Deutsche Gesellschaft fuer Technische Zusammenarbeit-GTZ), which consists:

  • Exchange of experience on rural land consolidation: In response to increasing such programs and in order to manage the implementation of rural land consolidation in Indonesia, an Indonesian team composed of the officials from the National Land Agency (BPN), the National Planning Development Board (Bappenas), the Ministry of Home Affairs (Depdagri), the State Ministry of Public Housing (Menpera) carried out a comparative study on rural land consolidation in Germany through visiting several locations of land consolidation.
  • Case study: In reply of the previous visit, a German team of two experts then visited Indonesia for assessing the technique and method to manage the implementation of Rural Land Consolidation in Indonesia. The experts from Germany together with officials from the National Land Agency (BPN) of the Republic of Indonesia carried out some case studies in Rawasragi, Lampung Province; Ogan Komering Ulu, South Sumatera Province; Painan, West Sumatera Province; and Parit Tokaya and Sei Raya in West Kalimantan Province.
    In addition, for legal aspects, there was also a study of regulations regarding the practice of land consolidation both in Germany and Indonesia. The study of legal aspects was done by an expert from the Netherlands funded by the German Government through GTZ.

 

And finally, for discussing the implementation of Rural Land Consolidation in Indonesia as well as in Germany or other countries, an activity is Workshop.

The workshop is jointly organized by the Governments of Republic of Indonesia through the Office of State Minister for Agrarian Affairs/National Land Agency and the Deutsche Gesellschaft fuer Technische Zusammenarbeit (GTZ) GmbH, Federal Republic of Germany.

The workshop is aimed at two general objectives, namely:

  • to exchange the experience of recent projects on Rural Land Consolidation in the participating of the Germany Federal Ministry and Indonesia, and
  • to discuss the problems for successful implementation of rural land consolidation in Indonesia.

Theme of the workshop is "Enhancement on the implementation of Rural Land Consolidation in Indonesia". In line with the theme, nine working papers were presented covering the technical and management aspects. There are 2 papers presented by BPN central office (policy and implementation); 4 papers by BPN local office, plantation enterprise and Regency (implementation and application); and 3 papers presented by GTZ expert from Germany and Dutch (scope, application, legal and institutional)

May I take this opportunity to thank the Government of Germany especially GTZ representative, who have contributed generously. My special thanks to the paper presenters who have spent time to do allworks and present their papers, to the respective chairpersons who have successfully presided over the sessions, and also all the participants who have spent time to follow and give input in the session and group discussion. Last but not least, I wish to thank members of the committee for their untiring efforts and commitment toward their work, include the BPN local office West Java province, in making this workshop a success and fruitful.
