Cost-Benefit Analysis of Natural Disaster Risk Management in Developing Countries. Manual

Economic efficiency of any investment is becoming more and more relevant, also in disaster risk management. Therefore, there is a great need for appropriate assessment tools to proof the economic viability of disaster risk management, especially in developing countries. Cost-benefit analysis is a major decision-supporting tool commonly used for economic project appraisal. The challenge, however, is to adapt the tool to the specific needs of disaster risk management and to the regional context. To foster the application of the tool - especially in developing countries - GTZ has commissioned IIASA (International Institute for Applied Systems Analysis) to elaborate a methodology that can serve projects as a guideline of how to compile a cost benefit analysis in the disaster risk context. The manual was field tested in Peru and in Indonesia
